The Revit API returns empty geometry for a coordination model, so Revit's own dialog reports a federated model as clean. The geometry is read through the Navisworks API out of process, bounded to the envelope of everything in scope plus the clearance, and cached per envelope — the first run of a file is slow, the next is not.

A coordination-model row names the set of models that were read, not one item — the reader returns boxes without provenance, and attributing one to an item would be invention. Gone rows carry no live geometry, so Export and the CIT handoff are unavailable while that filter is active.

The run holds Revit's UI thread. It pumps so the window stays responsive and disables its own sibling actions, but a very large scope is still a wait — hence the budget.
COORDINATION MODELS

Measure each file's frame from this model's own elements
Files above the limit that are not yet cached are skipped and reported, not silently waited on — Pre-read them first. An NWC sits in whichever frame it was exported in, so the offset is measured from the per-axis median of the reference elements that agree; when they disagree beyond tolerance no offset is applied and the log says so.
